Politician. Radical MP for Bletchingley, Surrey, 1828–30; for Liverpool, 1830–7; for Wigan, 1839; for Dumfries district, 1841–68. Supported repeal of the corn laws, abolition of the death penalty for a range of offences, electoral reform, university reform, and the establishment of free public libraries.
